Starting this month, users will begin seeing notifications when they run Power Platform assets they aren't licensed for. That's an important reminder that still catches many organizations by surprise: if your app or flow runs in a Managed Environment, every user running Canvas Apps or Power Automate flows requires a Power Apps or Power Automate Premium license. Yes, even when the flow itself doesn't use premium connectors.
Microsoft has started surfacing licensing information to end users, but there is currently no announced date for full enforcement.
Licenses that cover Managed Environments include:
✅ Power Apps and Power Automate standalone User Subscription Licenses (USLs)
✅ Power Pages user subscription capacity packs
✅ Copilot Studio tenant license
✅ Copilot Studio for Microsoft 365 Copilot license (for Copilot Studio-related features)
✅ Dynamics 365 Premium, Enterprise, Team Members standalone licenses
✅ Dynamics 365 Customer Insights tenant license
✅ Power Apps per app, Power Pages, and Copilot Studio pay-as-you-go meters
Many organizations implemented Managed Environments for governance, VNET injection, monitoring, and ALM (Deployment Pipelines), while assuming that standard licensing was sufficient for non-premium scenarios. That assumption will become expensive sooner or later.
If you're using Managed Environments as part of your governance strategy, now is a good time to review licensing assumptions before enforcement eventually arrives. You can do it by exporting the "Users requiring licenses in managed environments" report from the Admin Center.
